Elektrikte dar gelirlinin faturasını indirecek 'sosyal tarife' formülü masada. Dağıtım şirketlerinin gündeme getirdiği sisteme geçilmesi halinde yeşil kartta olduğu gibi dar gelirlinin elektrik faturasının bir bölümünü kamu karşılayacak.

Geliri belirlenen sınırın altında kalanlar ödediği faturasının bir bölümünü mahsuplaşabilecek. Altı ayda ya da yılda bir yapılması öngörülen mahsuplaşmanın gerçekleşebilmesi için dar gelirlinin elektrik faturasını düzenli olarak gecikmeye bırakmadan ödemesi gerekiyor. Sosyal tarife Mart ayında Resmi Gazete'de yer alan 6446 sayılı Elektrik Piyasası Kanunu'nda da yer alıyor.
Elektrik dağıtım şirketlerinden edinilen bilgilere göre Enerji Bakanlığı, öneriye sıcak bakarken, maliyetin alanlarına göre Gıda, Tarım ve Hayvancılık Bakanlığı, Maliye Bakanlığı ile Aile ve Sosyal Politikalar Bakanlığı tarafından karşılanabileceği belirtiliyor. Örneğin tarımsal sulamada dar gelirlinin faturasını bir kısmını Tarım Bakanlığı'nın karşılaması öneriler arasında yer alıyor. Özellikle kayıp kaçağın yoğun olduğu yörelerde uygulamanın fayda sağlayacağına dikkat çeken bir yetkili düzenli fatura ödeme alışkanlığının kazandırılması gerektiğine dikkat çekiyor.

South Sudan government, rebels in Ethiopia for ceasefire talks



South Sudan's warring parties were due to start peace talks Thursday in the Ethiopian capital in a bid to end nearly three weeks of conflict that has left thousands dead in the world's newest nation.

Government and rebel negotiating teams arrived in Addis Ababa on Wednesday evening and while talks were expected Thursday, formal negotiations may not open for several days, Ethiopia's foreign minister said.

UN special envoy Hilde Johnson said in Juba it was "positive that they are sending delegations," underscoring the dire need for "reconciliation and healing" after the violence that has forced 200,000 people to flee their homes.

"We have seen terrible acts of violence in the past two weeks... and as we know, if there is no one held accountable, there is a major risk that the violence can continue," she added.

Fighting erupted in South Sudan on December 15, when President Salva Kiir accused his former deputy Riek Machar of attempting a coup.

Machar has denied this, in turn accusing the president of conducting a violent purge of his opponents, and the fighting has spread across the country, with the rebels seizing several areas in the oil-rich north.

On Tuesday they recaptured Bor, the capital of Jonglei state just 200 kilometres (125 miles) north of the capital Juba.

The government confirmed on Wednesday that it had lost control of Bor, which has changed hands three times in the past two weeks, as fighting reportedly continued in the area.


Thousands of people are feared dead, UN officials say, while close to 200,000 civilians have been forced to flee their homes — many seeking refuge with badly overstretched UN peacekeepers.

The conflict has also been marked by an upsurge of ethnic violence pitting members of Kiir's Dinka tribe against Machar's Nuer community, and the UN Mission in South Sudan (UNMISS) said that "atrocities are continuing to occur" across the country.

Tens of thousands flee fighting

UNMISS reported "extra-judicial killings of civilians and captured soldiers" and the "discovery of large numbers of bodies" in Juba, Bor and Malakal, the main town in oil-producing Upper Nile state.

The International Committee of the Red Cross said residents continue to pour by the thousand out of Jonglei and across the White Nile into Awerial county in neighbouring Lakes state.

"The road to the river is lined with thousands of people, with others waiting for boats to carry them across," said Francois Moreillon, ICRC deputy head of delegation.

The UN last week estimated that some 70,000 people had already fled into Awerial.

The UN mission also said it was "actively collecting information" on the atrocities to be used for future official investigations.

On Tuesday, Machar told AFP via satellite phone that he was not yet ready to agree to an immediate ceasefire nor hold face-to-face talks with Kiir, and that his forces were marching on the capital Juba.

"There is no cessation of hostilities yet," Machar said. "That is what the delegation going to Addis Ababa is going to discuss and to negotiate. I will follow later, once the negotiations have resulted in a cessation of hostilities. It depends on if and when that is achieved."

Kiir has described the war as "senseless", but has ruled out power sharing with the rebels. The president has also rejected rebel demands that a number of their loyalists, arrested shortly after the violence started, be released.

"What power sharing? It is not an option. This man has rebelled. If you want power, you don't rebel so that you are awarded with the power," Kiir said in an interview broadcast on the BBC.

South Sudan won independence from Sudan in 2011 after decades of civil war.

Turkey's former chief of general staff demands release over PM Erdoğan’s remarks

Former Chief of General Staff Gen. İlker Başbuğ, who was sentenced to life in prison as part of the Ergenekon coup plot trial, has filed a petition for his release citing Prime Minister Recep Tayyip Erdoğan’s statement that there are “gangs within the state” as proof of his innocence.

İlkay Sezer, the former top soldier’s lawyer, asked in his petition to the Istanbul 13th Court of Serious Crimes that it take into account Erdoğan’s recent statements over the existence of a “gang within state” and find “those who are indeed guilty.”

If the court would have heard Erdoğan as a witness over his statements that a group infiltrated the state, police and judiciary, then it would have been clear who is actually guilty at the present moment, Başbuğ’s lawyer said in his petition to the court.

Erdoğan, asserting a defiant tone, labeled a recent graft probe, in which two sons of his ministers are under arrest, as an ill-intentioned plot of local and foreign actors that aims to topple the government. The prime minister also vowed to settle scores with “gangs within the state” and “members of the parallel state” who prepared the plot against the government.

More than 70 police officers, including the head of the Istanbul police, have been dismissed or moved to different posts since the detention of the bribery suspects began last week.

Başbuğ was given a life sentence in a landmark verdict in the Ergenekon coup plot case on Aug. 5, 2013. The court did not reveal its reasoning and decided on the continuation of the arrest of Başbuğ as a precaution until its reasoning is released. Sezer, however, said the court had to announce its reasoning for the continuation of Başbuğ’s arrest monthly, but failed to do so and demanded the release of Başbuğ.

Some 275 suspects were given sentences in August 2013, receiving hundreds of years of imprisonment in total, with many high-ranking army members, journalists and academics being given aggravated life sentences.

Turkish President Gül urges respect for rule of law


President Gül sounds a new note of calm and caution in his message to welcome the new year, calling for everyone to respect the rule of law amid the ongoing crisis triggered by a corruption probe
Political uncertainty and rising risks in Turkey have moved President Abdullah Gül to use his traditional New Year’s message to call for the utmost attention to respect for the rule of law for the sake of the country’s future generations.

“We are a country which has been integrated with the world, which has harmonized with the European Union acquis to a considerable extent, which has become a center of attraction of investors and where capital flows liberally. In such a country, stability, trust and confidence in the future are determining factors,” Gül said in a message posted on the official website of the Presidency of the Republic of Turkey yesterday.

“These developments are a product of political stability, good governance and disciplined work. As a nation, we should very well be aware of the value of the point that we have arrived and should exert efforts to leave a country in serenity which is economically and politically developed to the next generations. As such, we need to avoid stances and manners which would shake political stability and an environment of economic confidence, which will erode the democratic state governed by the rule of law, and which will disrupt our unity and peaceful coexistence,” said Gül.

A day before the statement from the presidential Çankaya Palace was released, Deputy Prime Minister Bülent Arınç said the political crisis engulfing Prime Minister Recep Tayyip Erdoğan had cost the economy $100 billion.

“Let’s do not forget that as equal and free citizens of this powerful state, we are all in the same boat. This boat’s way toward a more beautiful and bright future is our joint responsibility. When our society’s dynamic structure is taken into consideration, it is natural to experience problems from time to time and to experience differences of views regarding these [problems],” Gül said.

Arınç, speaking at a press conference following a Cabinet meeting, the recently reshuffled Cabinet’s first, also fired a new salvo against the powerful group that the government accuses of being behind a sweeping corruption probe that has shaken the very core of Erdoğan’s government.

He said the government was working on a legal plan against judges and prosecutors accused of wrongdoing or abuse of power – a reference to the movement headed by influential U.S.-based cleric and former ally Fethullah Gülen.

According to Arınç, the graft probe was a “plot aimed at tarnishing Turkey’s prestige at home and abroad” – a frequent government refrain since the scandal erupted two weeks ago.

Başbakan Erdoğan, 2013'te, 27 ülkeye ziyaret gerçekleştirdi. Yurt dışı temasları için toplam 225 bin 498 kilometre yol kateden Erdoğan'ın en uzun yolculuğu, Rusya'nın St. Petersburg kentinden, Arjantin'in başkenti Buenos Aires kentine oldu.

Eylül ayında, St. Petersburg kentinde düzenlenen G-20 Zirvesi'ne katıldıktan sonra, 2020 Olimpiyatları'na ev sahipliği yapacak kentin açıklandığı törene katılmak üzere Buenos Aires kentine giden Erdoğan'ın, 13 bin kilometre kat ettiği bu yolculuğu, kesintisiz 16 saat sürdü. Erdoğan'ın bu seyahati, THY'nin de kesintisiz ve en uzun uçak seferi olarak kayıtlara geçti.

Başbakan Erdoğan, 2013'te ilk yurt dışı seyahatini Afrika ülkelerine gerçekleştirirken, hemen her kıtadan ülkelere ziyarette bulundu.

Yılın ilk ziyaretini Afrika ülkelerinden Nijer, Gabon ve Senegal'e gerçekleştiren Erdoğan, Fas, Tunus ve Cezayir de ziyaret ettiği bu kıta ülkeleri arasında yer aldı.

Başbakan Erdoğan, Avrupa Birliği üyesi ülkelerden de Danimarka, Hollanda, Macaristan, Avusturya, Slovakya, Çek Cumhuriyeti, İsveç, Finlandiya ve Polonya'ya ziyarette bulundu.

Orta Asya'da Türkmenistan, Moğolistan, Kırgızistan, Balkanlar'da Kosova, Ortadoğu'da ise Katar ve BAE Sharjah'a ziyarette bulunan Erdoğan, ayrıca ABD, Rusya, Pakistan ve Arjantin'e de gitti.

Yurt içinde de 2013'te yaklaşık 42 bin kilometre yol kateden Erdoğan'ın son bir yıl içinde ziyaret ettiği iller arasında Gaziantep, Kayseri, Mardin, Balıkesir, Siirt, Çanakkale, Eskişehir, Hatay/Reyhanlı, Mersin, Kayseri, Samsun, Erzurum, Bingöl, Kastamonu, Şırnak, Bursa, Rize, Adıyaman, Malatya, Kırşehir, Denizli, Adana, Van, İzmir, Diyarbakır, Trabzon, Tekirdağ, Kırklareli, Edirne, Antalya, Konya, Giresun, Muğla, Ordu ve Manisa yer aldı.

23 devlet başkanını ağırladı

Başbakan Erdoğan'ın yurt dışı seyahatlerinde aralarında ABD Başkanı Barack Obama, İngiltere Başbakanı David Cameron, Fransa Cumhurbaşkanı François Hollande, Rusya Devlet Başkanı Viladimir Putin'in de aralarında bulunduğu liderlerle görüşürken, Türkiye'de de çok sayıda ülke liderini ağırladı.

10 ülkenin meclis başkanıyla görüştü

Başbakan Erdoğan'ın, 2013'te 23 devlet başkanının yanı sıra 10 ülkenin de meclis başkanını ağırladı.

25 ülkenin başbakanı Türkiye'yi ziyaret etti

Başbakan Erdoğan, son bir yılda, Türkiye'yi ziyaret eden 25 ülkenin başbakanına da ev sahipliği yaptı.

21 yabancı ülke bakanını kabul etti

2013 yılında ülke liderlerinin yanı sıra çok sayıda yabancı ülke bakanıyla da bir araya gelen Başbakan Erdoğan, geçen yıl, ABD Dışişleri Bakanı John Kerry'in de aralarında bulunduğu 21 yabancı ülke bakanını kabul etti.

Erdoğan, yıl içerisinde ayrıca bazı ülkelerin askeri ve siyasi parti liderleri uluslararası alanda etkin olan kurum ve kuruluşların temsilcileri ile görüştü.

Başbakan Erdoğan ayrıca Microsoft CEO'su Steve Ballmer, FİFA Başkanı Sepp Blatter, Medeniyetler İttifakı Yüksek Temsilcisi Nassır Abdulaziz Al Nasser, Sanatçı Yusuf İslam, Dünya Bankası Başkanı Jim Yong Kim, İslam İşbirliği Genel Sekreteri Ekmelettin İhsanoğlu ile görüştü.
